Operating Procedures

CONTAINER RELEASE AND LIABILITY TERMS

In order to pick up the container(s), please present the following documents at our company headquarters: 

(i) A full set of original bills of lading (if there is no release message without presenting the original bills of lading);
ii) Company registration certificates and EORI number;
iii) Power of attorney for the appointed representative, signed by the company  administrator and stamped;
iv) ID card of the authorized representative from your company;
v) An order to Moorhouse Logistics LTD SRL regarding the method for taking over the container(s) from the     terminal.

Customs clearance is dependent on the accuracy of the equipment manifests provided by the client. Moorhouse Logistics LTD SRL is not liable for any costs or delays caused by inaccurate manifests.

Due to the current political climate, Moorhouse Logistics LTD SRL cannot be held responsible for delays caused by acts of war, terrorism, natural disasters, strikes, or price changes due to fuel cost increases, changes in sailing schedules, etc.

Any consequences arising from the depreciation of goods, quantity shortages, or delays in delivery fall under the responsibility of the importer.

Moorhouse Logistics LTD SRL is not responsible for delays in customs formalities or the release of goods. Also, in any of the following situations in which the port operator and shipping line or their agent will apply charges for storage, demurrage and detention, Moorhouse Logistics LTD SRL will pass these charges on to you:

congestion occurring in the Constanta Sud and Constanta Nord Terminals, the vacation periods of the customs authority staff, maintenance of the port operator, strikes of the road and/or railway transporters, the closing of the terminals due to bad weather conditions, congestion caused by the overcrowding of trucks when pick up the containers from the terminals, the lack of PIN codes in the Constanta Sud Terminal Agigea.

storage, detention and demurrage

Unless stated otherwise in our Arrival Notice (Avizare sosire containere),below are the applicable costs for storage, demurrage, and detention, effective from the vessel discharge date:

Storage
Commences on and includes the day that the full  container is discharged from a vessel. Ends on and includes the day that the  full container is gated-out from the last terminal, port, or depot.

5 free calendar days  
Between 6 and 15 days (included) EUR15/20ft dry container/day and EUR30/40ft dry container/day
Between 16 and 21 days (included) EUR25/20ft dry container/day and EUR50/40ft dry container/day
Between 21 and 30 days (included) EUR40/20ft dry container/day and EUR75/40ft dry container/day
Over 31 days (included) EUR90/20ft dry container/day and EUR140/40ft dry container/day

Detention  & Demurrage
Commences on and includes the day that the container is  discharged from a vessel. Ends on and includes the day that the empty  container is gated-in at the terminal, port or depot agreed with the carrier.

Between 8 and 14 days (included) EUR60/20ft dry container/day and EUR110/40ft dry container/day
Over 15 days (included) EUR80/20ft dry container/day and EUR160/40ft dry container/day

inland transportation of containers

For truck pickup, you have 8 hours free to complete customs clearance/unloading. If this timeframe is exceeded, a parking fee of EUR 300(payable in RON) + VAT per day will apply. Starting 15.11.2023, during customs inspection/ scanner - truck detention fee EUR 150.

Please observe the weight and size restrictions for transport on public roads, as governed by legal regulations. If the permissible weight is exceeded and you request the container be transported by vehicle without the appropriate transport authorization, any consequences are your responsibility. If you request the issuance of a transport authorization, please confirm your acceptance in writing and agree to cover the respective costs.

For rail transport, please note that shipment is contingent upon the availability of CFR platforms. As the number of platforms is insufficient to meet general demand, shipments may be delayed indefinitely, despite our best efforts. In this case, any accumulated storage or immobilization fees will be your responsibility, following your decision to opt for rail transport. To expedite the shipment/return of the empty container to the terminal, we recommend contacting us to check the availability of transport options at the time of your request.

In addition to the above you have the obligation to return the container in good physical condition, both on the outside and inside (without any scrap or packaging). Otherwise, you will bear all expenses incurred in repairing or cleaning the container.
